James C. Reynolds, PE

Jim Reynolds has a Bachelor of Science degree in Civil Engineering from the University of Florida and is a registered Professional Engineer. Jim was a Consulting Engineer for several years then moved on to the City of Delray Beach, Florida as their Chief Design Engineer before joining the Florida Keys Aqueduct Authority (FKAA) in 1994 as Director of Engineering in charge of design and construction of all capital improvement projects. Jim was named Executive Director of the Aqueduct Authority in June, 2003. He oversees an annual budget operating budget of $45 million, an annual capital improvement budget of $43 million and a team of 265 employees, located from the southern tip of Florida to Key West. Jim has 20 years of engineering experience in water resource issues in South Florida.
Jim serves on the South Florida Water Management District’s Water Resource Advisory Commission and is Vice Chairman of the New Water Supply Coalition. His professional affiliations include the American Society of Civil Engineers, American Water Works Association, Association of Metropolitan Water Agencies, American Water Resource Association, Rural Water Association, the US Green Building Coalition, and is a past Board Member of the Southeast Desalting Association.
